just in case any1 is unsure of PICARD and the 3 quotes CI James shared with us so far 

Punctuality-when it comes to falling in, it should be 10 min b4 time instead of on time.
     -submit report forms reports, projects and etc b4 deadline.

Initiative-independence in actions 
  -willingness to volunteer for something 

Commitment-not just interest towards NPCC
 -willingness to sacrifice, contribute, serve and etc

Attitude-behavior towards learning, teaching and etc

Responsibility-make sure everything goes right
